Primary Responsibilities:

Primary Duties
1. Develop and publish program schedule
2. Prepare and administer budget.
3. Evaluate/purchase and maintain equipment.
4. Hire, Train, supervise and discipline employees and volunteers.
5. Advise Cable Commission on local, state and federal issues pertaining to PEG channels and video service providers.
6. Develop and maintain relationships with governmental, private and public organizations and individuals.
7. Oversee the maintenance of Rice Lake TV website./

Manages & supervises:
1. Preparation and distribution of agendas, materials, minutes and records of meetings.
2. The indexing and filing of Cable Commission meeting minutes received from the Commission Secretary for public record.
3. Invoices and Receipts of all monies received at the Cable Commission offices.
4. Performs other administration duties as assigned.
5. Serves as primary contact with Wisconsin Community Media the statewide trade association representing Rice Lake TV.
6. Prepare Cable Commission agenda and reports with input from the Cable Commission and attend Cable Commission meetings.

Secondary Duties
1. Addresses errors and complaints according to existing procedures.
2. Assures assigned areas of responsibility are performed within budget; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
3. Attends conferences and training relating to the position.
4. Communicates official plans, policies and procedures to staff and the public.
5. Develops department and employees, maintains harmony among workers and resolves grievances
6. Gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed.

Maintains:
1. General safety of department employees through assessments of working conditions.
2. Custody and control over department apparatus, property, records and equipment and recommends improvements to equipment and facilities, as needed.
3. Manages & supervises assigned operations to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed.
4. Performs or assists subordinates in performing duties.

Provides:
a. Leadership and direction in the development of short and long range plans.
b. Professional input to supervisors; makes presentations to supervisors, boards, commissions, civic groups and the public.
c. Public records and information to citizens, civic groups, media and other agencies.
d. Represents the City in a variety of state, county, local and other meetings.
e. Performs other duties, as assigned.

Experience Required:

A. Associates degree and/or equivalent with additional specialized training in video production and a variety of media types.
B. Experience. Two (2) years experience in a related field involving the supervision of a minimum of two personnel.
C. Substitution of Experience for Education. Any equivalent combination of education and progressively responsible experience, with additional work experience substituting for the required education on a year for year basis, will fulfill the requirements for education.

Additional Info:

Working knowledge of:
i. Video equipment, editing equipment and software
ii. Computers and electronic data processing equipment/software including advanced skills with Word and Excel and at least one professional grade editing software. Modern office practices and procedures.
iii. Accounting principles and practices.
b. Skill in proper and safe operation of:
i. Personal computers including word processing, data base, spreadsheet, e-mail and scanning software; calculator; phone; copy machine and other standard office equipment, video and audio processing equipment and electronics.

Ability to:
i. Communicate effectively verbally and in writing
ii. Draft correspondence, commission memos, etc.
iii. Effectively meet and deal with the public.
iv. Establish successful working relationships.
v. Follow and give instructions, both oral and written.
vi. Speak, read and write the English language.
vii. Work under pressure, in stressful situations and/or with frequent interruptions.
viii. Meet deadlines.
