Mt. Hood Cable Regulatory Commission Community Needs Ascertainment

The Mt. Hood Cable Regulatory Commission (MHCRC) is seeking two separate proposals for contract services – one for a Community Technology Needs & Interests Ascertainment and the other for an Ascertainment Community Engagement as outlined below.

Community Technology Needs & Interests Ascertainment Contractor Scope of Work Introduction

The Mt. Hood Cable Regulatory Commission (MHCRC) is seeking proposals from qualified firms or teams (Contractor/s) with demonstrated experience and expertise to design and implement a thorough and realistic ascertainment of current and future communications technology needs and interests for communities throughout Multnomah County, Oregon. The ascertainment will include a scientifically valid survey of cable subscribers and non-cable households, and a variety of other data collection methods to engage MHCRC stakeholders including public institutions, local governments, businesses, community access producers, etc. The Contractor will work with the MHCRC staff and a community engagement contractor to integrate culturally-responsive data collection methods and findings from underserved groups into the ascertainment.

Ascertainment Community Engagement Contractor Scope of Work Introduction

The Mt. Hood Cable Regulatory Commission (MHCRC) is seeking proposals from qualified firms, teams, organizations, or individuals (Contractor/s) with demonstrated experience and expertise to design and implement in-person data collection activities to engage underserved communities throughout Multnomah County in a community technology needs and interests ascertainment. Communications technology policy expertise is NOT a requirement for Contractor to fulfill the project scope of work and services.

This engagement will focus on racially and ethnically diverse communities, people with disabilities, and seniors, which will require working in partnership with local, culture-specific organizations. The Contractor will work with the MHCRC staff and the MHCRC’s ascertainment contractor to align data collection and integrate findings from underserved groups within the ascertainment. The Contractor will also advise on issues of cultural responsiveness within the broader ascertainment.
